KAMPALA, UGANDA – The Pan-African Movement – Uganda National Chapter has issued a solidarity statement on Friday, o3 July 2026, denouncing what it termed United States’ blackmail ahead of the July 7 UN vote.
The statement reads in full:
“The Pan-African Movement – Uganda National Chapter expresses its deep indignation regarding the leaked U.S. State Department diplomatic cable, widely exposed as “The Rubio Cable on Cuba”. This document reveals a calculated, desperate conspiracy by Washington to violently choke international debate at the United Nations General Assembly ahead of the crucial July 7 vote.
The cable explicitly directs U.S. embassies worldwide to aggressively strong-arm, threaten, and blackmail sovereign member states into opposing or staying silent during the upcoming open debate regarding Washingtons illegal, devastating economic warfare against the Republic of Cuba.
The leaked document, titled “Engaging UN member states on July 7 UN General Assembly open debate on Cuba,”reveals a striking truth: the U.S. government is terrified of an open, transparent global discussion regarding its “maxirymum pressure”campaign against the Cuban people. Secretary Marco Rubios instructions demand that strongly aligned states attack Cuba, nonaligned nations remain entirely silent, and traditional allies of Cuba be warned that their remarks will be “listened to very closely”to deter friction in bilateral relations. The State Department seeks to blame the severe humanitarian crisis on the island entirely on “gross incompetence”and “corruption,”willfully ignoring its own oil blockades, commercial strangulation, and the financial terrorism of keeping Cuba on the unilateral “State Sponsors of Terrorism”list.
This crisis highlights exactly what happens when high-caliber leadership is absent at the apex of global institutions. We therefore urge our leaders to outrightly reject the move and vote in absolute unity on July 7 to open the General Assembly debate. Our vote must be a resounding declaration of sovereignty. Let’s utilize the days leading up to July 7 to fiercely campaign in solidarity with Cuba and we demand an immediate and unconditional lifting of the criminal embargo.
